Program Manager - Cargo Screening

RESPONSIBILITIES:


Responsible for the identification, development, and pursuit of cargo screening opportunities under a Certified Cargo Screening Program. Support the capture, planning, and closing of assigned projects and programs.



+ Develop, implement, and manage a Certified Cargo Screening Program (CCSP), and associated Certified Cargo Screening Facilities (CCSF) in accordance with 49 CFR Part 1544 and 1549.


+ Prioritization of the safety and security of the traveling public and providing carriers while honoring their customer service needs.


+ Analysis of performance metrics and proposal of process improvements that will eliminate systemic or individual weaknesses, vulnerabilities, or inefficiencies in the screening process.


+ Development of cooperative and collaborative relationships with all airport stakeholders.


+ Position will be responsible for constantly evaluating the performance of all Contractor employed screening personnel and take appropriate corrective measures for all infractions noted in the course of performing assigned screening duties.


+ This person will be required to be available on call to receive and implement orders or special instructions within the scope of the contract and pertaining to security concerning matters which affect the operation, protection, and/or security of the cargo or customer facilities.


+ Ability to interface with a wide range of personnel including, customer representatives, Executives, Proposal Managers, and Capture Managers to facilitate the efficient and effective development of new business opportunities.


+ Ensure all program support personnel (dedicated or indirect) are fully trained and qualified to support all requirements.


+ Support the deployment/employment of personnel.


+ Liaison with all company service centers and support groups in regards to program requirements.


+ Other duties as assigned.



QUALIFICATIONS:



+ Application of and in-depth knowledge of all current TSA Security and Cargo Screening Directives and Regulations and Standard Operating Procedures to establish and manage cargo screening operations.


+ Bachelor's Degree or equivalent experience required.


+ 7 years of general management experience.


+ At least 3 years management experience in certified cargo screening, aviation security, or airport operations (demonstrated experience in supervising personnel in a Federal government environment is highly desired).


+ Current knowledge and experience of hardware and software systems for cargo screening, access control and CCTV surveillance as well as NIST and other relevant standards.


+ The successful applicant will have existing relationships in the airport, airline, and cargo screening industry and a track record of delivering creative and successful results.


+ Experience with Military, Law Enforcement, or Contract Working dogs considered an asset, but not required.


+ Preference for current TSA Security Threat Assessment with the ability to work with Sensitive Security Information.


+ Self-motivated problem-solver with professional demeanor.


+ Ability to prioritize multiple tasks while maintaining a high level of professionalism, organization, and attention to detail.


+ Strong communication skills; oral and written is essential.


+ Must be proficient in MS Office applications to include: MS Excel, MS Word, MS Power Point, MS Outlook and basic knowledge of MS Visio.

WORKING CONDITIONS:


Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday through Friday from 8 am to 5 pm, however, some extended or weekend hours may be required.


PHYSICAL REQUIREMENTS:


May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
